Some that are great for toning are hard on your joints. Elliptical machine is easy on your joints and good for toning.
I get the best toning with good old fashioned mat work! Track lunges and donkey kicks etc.
Two of my close friends are personal trainers, we have discussed this issue and they both agree.

leg press, squats are the best machines also a little 20 min cardio wouldn’t hurt.

Doing lots of squats can be really effective (especially if you use dumbells). Look up “squats” in Google if you are unsure how to do them.
I have recently started using a stationary bike and it has really toned up my outer thighs! So maybe you could try using one and see how you go.
